Welcome to Pennsylvania! The first thing you must know is that the “DMV” (called PennDOT) separates its services into two different types of offices.
- Driver & Photo Centers (State-Run): This is where you go for your license. (Permit Tests, Road Tests, Photos, REAL ID).
- Authorized Agents / Messenger Services (Private): This is where you go for your car. (Vehicle Registration, Titles, License Plates).
This guide will show you how to book the right service at the right location.
How to Schedule Your DRIVER’S LICENSE TESTS (Permit & Road Test)
This is the main service that requires an appointment. Both your first written (permit) test and your final road test are scheduled using the same online portal.

Method A: To Schedule Your LEARNER’S PERMIT (Written Test)
(For new drivers, or new residents who must take the test)
- On the portal login page, select the option for “New Driver’s License or Permit.”
- Follow the prompts to enter your personal information (you will not have a PA license number yet).
- Select “Learner’s Permit Test.”
- Choose your preferred Driver’s License Center location.
- Select an available date and time slot and confirm your booking.
Method B: To Schedule Your ROAD TEST
(You must already have your Learner’s Permit)
- On the portal login page, enter your Driver’s License (Permit) Number, Date of Birth, and the Last 4 of your SSN.
- Click “Login.”
- Select the service: “Driver’s License Road Test.”
- Choose your preferred Driver’s License Center location.
- Select an available date and time slot and confirm your booking.
How to Get VEHICLE REGISTRATION & PLATES (No Appointment Needed)
This is the most important rule: You DO NOT go to a State Driver’s License Center for this.
All vehicle titles, registration, and license plates are handled by private businesses called “Authorized PennDOT Agents” or “Tag and Title Messenger Services.”
There is NO appointment to book. This is a walk-in service at one of these private locations.
How to Find Your Nearest Agent:
- Go to the official PennDOT Locations Finder Tool.
- Under “Center Type,” select “Authorized Agents and Messenger Services.”
- Enter your ZIP code to find a local tag shop, notary, or AAA office near you that can process your paperwork.
How to RENEW Your Driver’s License (No Appointment Needed)
You DO NOT need an appointment to renew your license. The process is a simple walk-in service.
The Correct Renewal Process:
- Renew Online or By Mail: Most drivers can renew online first.
- Receive Your Camera Card: PennDOT will mail you an “Official Camera Card.”
- Visit a Driver & Photo Center: Take your Camera Card (as a WALK-IN) to any Driver & Photo Center.
- Get Your New Card: They will take your new photo and give you your permanent, updated license on the spot.
What Are The Required Documents for Your In-Person Visit (REAL ID)
When you go to a Driver’s License Center for your permit or new license, you must be prepared with the REAL ID document checklist.
You will need all of the following original documents:
- Proof of Identity (1 Document):
- U.S. Passport or U.S. Birth Certificate
- Permanent Resident Card or other proof of lawful presence
- Proof of Social Security Number (1 Document):
- Original Social Security card
- W-2 or 1099 form (must show your full SSN)
- Proof of PA Residency (2 Documents):
- TWO different, recent documents with your name and PA address.
- Examples: Utility bill, lease agreement, bank statement, or PA license.
- Proof of Name Change (if applicable):
- If your name is different from your birth certificate (e.g., due to marriage), you must bring your certified Marriage Certificate or a court-ordered name change document.

You must visit BOTH offices.
1. First, go to an Authorized Agent (see Section 2) to transfer your vehicle title and get PA registration/plates.
2. Second, go to a Driver’s License Center (see Section 1) to surrender your old license and get your new PA REAL ID license.
This is the PennDOT Customer Call Center. It is for general questions about your record, fees, or suspensions. You cannot schedule a road test over the phone; you must use the online portal.
Go back to the Exam Scheduling Portal (dot3e.penndot.gov), log in with your permit number, and you will see an option to “Cancel” or “Reschedule” your existing appointment.
