Missouri offers one of the most straightforward and financially valuable disabled veteran license plate programs in the Midwest. If you meet the state’s strict eligibility criteria, you are entitled to one set of Disabled Veteran (DV) plates completely free of charge — with no initial registration fees and no annual renewal fees.
However, the Missouri Department of Revenue (DOR) has very specific rules about where your VA paperwork comes from and what it takes to actually park in a handicapped space. Here is exactly who qualifies, which forms you need, and how to apply without getting turned away.
Who Qualifies for Missouri Disabled Veteran Plates?
To get the fee-exempt DV plate under Missouri Revised Statute 301.071, you must be a Missouri resident with an honorable discharge and meet one of the following two conditions:
- Total Service-Connected Disability: You receive VA compensation for a 100% total service-connected disability (this includes 100% schedular ratings and 100% TDIU).
- VA Automobile Grant: You have a service-connected disability that entitles you to a VA automobile grant.
Note: Veterans with a rating of 90% or lower who do not meet the automobile grant requirement do not qualify for the fee-exempt DV plate. They may still purchase standard military specialty plates (like Army, Navy, or Bronze Star) by paying the standard registration and specialty fees.
The Disabled Parking Mistake Most Veterans Make with DV Plates
The standard Missouri Disabled Veteran plate does NOT automatically grant you handicapped parking privileges.
If you park in an accessible disabled space with a standard DV plate, you can be ticketed. If your disability impairs your ability to walk and you want to use handicapped parking spaces, you must ask for the wheelchair accessibility symbol (ISA) to be printed on your plate.
To get this symbol, you cannot just use your VA rating. You must submit an original, signed Form DOR-1776(Physician’s Statement for Disabled License Plates/Placard). This form must be completed by an authorized medical professional (physician, advanced practice registered nurse, chiropractor, podiatrist, physical therapist, or optometrist) and is only valid for 90 days after they sign it.
Documents Required for Missouri Disabled Veteran Plates
Gather these documents before visiting the license office to ensure you aren’t rejected at the counter:
- Form 4601: The Application for Missouri Military Personalized License Plates. You will use this form to apply for the DV plate. (You can also request a personalized custom configuration on this form at no extra charge).
- VA Summary of Benefits Letter: This must clearly state your total service-connected disability. Crucial DOR Rule: The letter must come directly from the Veterans Benefits Administration (VBA) and be dated within the past year. - (Optional) Form DOR-1776: Required only if you need the wheelchair symbol for disabled parking.
- Vehicle Registration/Title and Proof of Insurance.
How to Apply for Missouri Disabled Veteran Plates
- Download your official VA Benefits Letter
- Log into VA.gov and print a fresh Summary of Benefits letter dated within the last 12 months. Do not bring hospital records.
- Get a medical sign-off on Form DOR-1776 (Required only for handicapped parking access)
- If you need the wheelchair symbol, have your doctor complete Form DOR-1776. Submit your plate application within 90 days of their signature.
- Complete Form 4601
- Fill out the military plate application. If you want your DV plate personalized (e.g., “ARMY1”), check the personalization box and list your choices. Your first personalized DV plate is free.
- Submit your application to the DOR (Plates are not mailed directly to your home)
- You can submit your paperwork in person at any local Missouri license office, or mail it to the Motor Vehicle Bureau in Jefferson City.
Note: If you apply by mail or request personalization, you will receive a notification letter in 4 to 6 weeks when your plates are ready for pickup at your designated local license office.
Fees, Renewals, and the One-Vehicle Limit
Your first set of DV plates is completely free. This fee waiver covers the specialty plate fee, transfer fees, processing fees, and the standard vehicle registration fee.
- Renewals are also free: You do not pay annual registration renewal fees for your first set of DV plates. However, you must still process your renewal paperwork on time. If you renew late, you will be charged a delinquent renewal penalty. You must also continue to pay your county personal property taxes.
- Second Vehicles: The free registration waiver is strictly limited to one vehicle. If you want DV plates for a second vehicle, you must pay all regular registration, processing, and personalization fees.
Missouri Disabled Veteran (DV) Plate vs. DAV Plate: What’s the Difference?
Do not confuse the official state “Disabled Veteran” plate with the “DAV” (Wartime Disabled American Veterans) specialty plate.
The DAV plate is a separate specialty plate strictly for members of the Disabled American Veterans organization. It displays the DAV emblem, requires a current DAV membership card to obtain, and costs a $15 annual specialty fee on top of standard vehicle registration fees. If you want the free state vehicle registration benefits, ensure you apply for the standard Disabled Veteran plate on Form 4601.
